Long term involvement in town centre regeneration including masterplanning and delivery advice

The Challenge

The town centre is in an excellent strategic location at the Heads of the Valleys and located close to Bannau Brechieniog (Brecon Beacons National Park). Like many places it is being reshaped by the simultaneous forces of de-industrialisation and retail change. Despite the challenges the town centre has some superb buildings, rich social history and a Council and stakeholders who are committed to long term change.

Our Role

We have prepared several masterplans and feasibility studies for the town over a 15 year period, which the Council has used to secure funding and implement projects. Latterly, we have been providing delivery advice to help guide the implementation of the plans that we have helped to set. We have been working closely alongside the Council as part of their delivery team, adding support and advice. We have been helping to secure the right additional consultant support, by preparing briefs as well as preparing feasibility studies and funding support, including Long Term Plan for Towns. Our role has been to help ensure that each initiative being proposed is coordinated and supportive of the strategic plan for the town.

The Outcome

The outcome has been to ensure consistency of spatial and thematic decision making in the evolution of Merthyr Tydfil town centre. Our role has helped the Council to plan multiple complex projects simultaneously, whilst ensuring that they are coherent and spatially coordinated. We have also helped to add a private sector insight into project delivery, to complement the funding and procurement expertise of the Local Authority.
